To County Judge David Writer

The March 22, 2023, edition of the Eureka Springs Independent newspaper states, referring to the Scout Clean Energy Nimbus Wind Facility project, that Carroll County Judge David Writer said there is nothing the county can do to stop the project because there are no zoning or land use ordinances in the county.

David, that is exactly what is wanted, and what is proper as I interpret the County Judges’ Manual concerning the Custody of County Property. That is what is required of you as County Judge.

Do nothing! As County Judge you are to do nothing. You are not allowed to enter into any agreement allowing, lending, loaning, permitting, etc., to a “private entity” for use of a county road. Please refer to your County Judges’ Manual, page 50. Read the entire section. You are expected, required, as you have stated, to “Do nothing.”
