Paul Minze filed a lawsuit against the Eureka Springs Historic District Commission in March after receiving a stop work order that was posted due to one of the three windows that had been replaced was four inches shorter than it should have been. The lawsuit challenged conflicting Certificates of Approval for the same work at the property.
