All four applications for Certificates of Appropriateness before the Historic District Commission at its March 21 meeting were approved including the request by the Community Center Foundation, represented by Jack Moyer, for permission to reorient the previously-approved new greenhouse being constructed at the Community Center. He said the structure needs to be relocated perpendicular to the original design. This would mean the greenhouse would stand east to west on the same slab.
These applications were also approved:
- 2 Howell – add pergola to previously approved deck
- 51 Mountain – extend rear deck, move stairway
- 19 Linwood – enclose rear deck
Commissioners approved these items on the Consent Agenda:
- 99B Spring – new signs
- 95 S. Main – new sign
- 2 Center – replace awning/sign; new sign
- 230 N. Main – railings on upper level of porch for safety issues on previously approved expired application
- 137 Spring – new sign
- 11 Spring – new sign
The Consent Agenda items are Level I applications that the City Preservation Officer Glenna Booth believes to be in accordance with the design guidelines.
Chair Steve Holifield presented these Administrative Approvals which are applications for repair or work involving no changes in materials but which include changes in roofing and paint colors:
- 9 Prospect – repair roof
- 15 White – new trim color
- 138 W Van Buren –repaint same colors
- 4 Prospect – repair privacy fence
- 233 Spring – new paint colors
- 17 Benton –extend COA six months.
Booth presented commissioners with Building Inspector Bobby Ray’s report on the status of ongoing complaints of properties in violation of the Clean City Ordinance. Ray said he was working with four of the five property owners to establish a reasonable timeline for making the repairs after which he would issue a citation. He has initiated the citation process on the fifth property.
