Apartments getting $2 million makeover

Three Carroll House Apartment complexes designated for low income residents, one in Eureka Springs, one in Berryville and one in Green Forest, have been purchased by Carroll Partners LP out of Madison, Miss. Currently all residents of Carroll House in Eureka Springs have been moved out while the 32-unit housing complex in Eureka Springs undergoes a complete rehabilitation at a cost of $2 million, said Thom Jesse, senior regional manager, United Apartment Group, the management company that oversees the rentals.

The Eureka Springs Independent had been contacted by a tenant who was unhappy with the relocation process stating she was offered housing in Green Forest, but that it was too far to travel to her job in Eureka Springs. She asked not to be identified.

Jesse said he wasn’t aware of the complaint and was willing to work with anyone who had concerns. He said the renovations would greatly improve conditions at Carroll House Apartments.

“We can’t address complaints if we don’t know about them,” he said.

Jesse said everyone at Carroll House Apartments in Eureka Springs was offered a comparable apartment with the same square footage in Green Forest or Berryville. Some choose not to take that and instead stay with family or friends, and get a monthly stipend to offset some of their expenses.

Jesse said remodeling of the complex has already begun, and apartments are being stripped back to the studs to completely renovate the living quarters.

“It is going to be a big upgrade to their quality of life and their housing,” Jesse said. “The Carroll House Apartments are one hundred percent low-income housing. It is income-based housing.”

Jesse said renovations will take an estimated between 90 to 120 days barring any problems. The apartments will have new cabinets, faux wood flooring instead of carpeting, entirely new, high efficiency heating and air conditioning systems, new roofs, new stairwells and an upgraded exterior. A clubhouse and playground are being added.

“It is going to be like a brand-new community,’ Jesse said. “And it desperately needed it. I know the residents are displaced and upset. It is unfortunately necessary. Construction started on Tuesday, January ninth. We just finished moving everyone out on Monday. That is how quick we are moving on it. The new ownership and a management change are committed one hundred percent to quality, affordable housing. When completed, it should nicest affordable housing communities in Eureka Springs.”

The complex will include some apartments that will be 100 percent handicapped accessible.

Jesse said the company has done 11 or 12 similar projects in Arkansas including one in Rogers called Meadow Park.
