Why are we not voting?

Many people in our country don’t vote and have managed to get through adult years without even once registering to vote. Elections come and go and with them the candidates. Last month our consolidated school district of Eureka Springs, Holiday Island, Busch, Hillspeak, Grassy Knob etc. held school board elections and only one-quarter of one percent of the registered voters showed up at the polls. My question is, is this low turnout due to poor publicity of our elections or voter apathy?
