DM Lawrence Blood said Monday there was shock at the opening of the only bid for rehabbing a section of Stateline Drive and resurfacing the Recreation Center parking lot for $383,917, well above HISID’s budgeted amount of $258,000. He presented the board with suggestions to keep the project within budget, one which saved more than $30,000 by removing replacement of 615 ft. of four-inch water main, which Blood said it was not necessary now. He whittled the project down to a final cost of $248,474.

Commissioner Dan Kees said he was comfortable with Blood’s plan, but wanted to see a five-year plan for roads in the district. He suggested it might be worth it to bundle two or three projects together at one time and get a better deal than piecing them out one at a time each year. He said even if they have to borrow money and pay a little interest, they might still come out ahead.

He then moved to accept Blood’s plan, and his motion was approved 4-0.
