Summary: A 5-year moratorium on commercial wind and solar facilities in Carroll County. This five-year moratorium allows the local community time to fully understand the consequences of wind/solar energy facilities on the surrounding locals. Amended and Adopted after the 3rd reading in May 2025. At the first reading, JP King requested amendments to the 5-year moratorium to ensure wording that exempted Scout Clean Energy.
