HDC preserves and replaces

The Historic District Commission reviewed applications for two 19th-century properties, and both applications received quick approval.

At a meeting on April 16, the HDC approved installation of a gate on a side porch at 109 Wall St. for Jim Cook. The house dates to 1898 and is considered contributing. Cook explained his design and materials, and commissioners had no objection.

The discussion of an application at 215 Spring St. took a little longer, but commissioners endorsed a plan outlined by applicant Randy Fairbanks, who appeared on behalf of owners Buddy and Annie Spell. The house dates to 1886 and is considered contributing. Several decks had been added at the rear of the house in 2009, and the application called for removing one of the decks and replacing two others.

An 8 by 10-ft. deck above a roof had deteriorated, and the roof below was leaking. The Spells received approval to remove that deck and replace the roof below. The two lower decks each measure 8×20 ft., and both will be replaced on the same footprint with treated lumber.

Being familiar with stipulations made easier

Commissioners continued to discuss the need to educate the public about HDC requirements. Cassie Dishman, Director of Planning and Community Development, said she is preparing a mailing list to send city residents a brochure about the HDC. Dishman said she is having more brochures printed and has been assembling a mailing list.

During commissioner comments, Chair Dee Bright gave an update on the progress of work at Basin Spring Park. She also pointed out a section of floor in The Aud basement which had been restored during a flooring workshop. Bright said more workshops will be held to complete the refinishing project, with Building Inspector Paul Sutherland supervising.

Bright said the section of 97-year-old floor “looks really incredible,” and cited it as an example of fixing something in place instead of replacing it. “This is a good example of what we’re all here for,” she said. Bright encouraged everyone to refer to resources available at the Main Street Eureka Springs website.

The HDC will next meet at 6 p.m. on Wednesday, May 7. Level III applications were due April 23, and Level II applications are due April 30.
