HDC postpones verdict pending enhanced site plan

The Historic District Commission began the Aug. 20 meeting with a deferral, but the other applicants received quick approvals for their projects.

Robert Frazier asked to construct a wooden carport with a metal roof at 15 E. Mountain Dr. The house dates to 1962 and is considered non-contributing.

Frazier explained that the metal roof on the carport would match the metal roof on the house. Members of the commission noted that Frazier’s application did not include an adequate site plan. He explained the proposed location, further back from the road than the house. Frazier also noted the dimensions of the carport would be 16×20 ft. Commissioner Debbie Davis noted that the application carried different measurements. Everyone voted to defer the application for a better site plan and more detailed information on the size of the building.

The other applications on the table fared better. At 29 White St., applicant David Chrystall appeared on behalf of owner Bob Wilson, asking to extend the roof to match the roof over a porch. A new stone column will support the extension, and that column will match existing columns. The property dates to 1935 and is considered contributing. All approved the application with little discussion.

A proposal to reduce the number of new nightly rental units from seven to four was also approved with little discussion. TJ McGuire represented owners Sara and Rodney Bechdoldt, who had previously received approval for seven units at 58 N. Main St. The commissioners granted quick approval after McGuire assured them that a historic stone stairway will be preserved, along with a retaining wall. 

Before approving the request, commissioners heard a public comment about parking problems on Montgomery St. McGuire acknowledged the narrow dirt road but said the project already has received approval from the fire marshal. He said the street will be improved, and added, “I believe we can satisfy most parties involved.”

The commission still has a vacancy, and Chair Dee Bright asked interested citizens to apply for the position.

Commissioners briefly discussed an online seminar presented by the National Alliance of Preservation Commissions. The state of Arkansas was well-represented at the session.

The HDC will next meet at 6 p.m. on Wednesday, Sept. 3. Level III applications were due Aug. 21, and Level II applications were due Aug. 27.
