HDC good with cosmetic changes

The Historic District Commission moved quickly through four Level II applications last week. All seven chairs were filled, as commissioner Marty Cogan attended her first meeting.

At 38 N. Main St., property owner Susie Allen plans to convert the property to residential rental use, possibly as a full-time rental, or nightly or weekly. She had pictures showing plywood panels she plans to replace with glass. Air-conditioning units sitting on the sidewalk will be removed, and Allen said she will use mini-split units instead.

The property, built in the 1980s, is non-contributing.

The HDC approved a request from Jodie Breedlove, at 145 Mill Hollow Rd., to screen a porch 12 feet square. Breedlove also received permission to replace a window facing the bluff behind the house with a larger window.

Vance and Lori Hunter had previously received approval for an addition and a porch at 9 Prospect. Last week, they asked to add a metal railing to the porch. The support posts are metal, and the proposal called for round black powder-coated rails and spindles. Commissioners had conducted site visits to this property, although Cogan had some questions. They approved the railing, as well as a 40-ft. wooden privacy fence across part of the property.

At 8 Summit St., Michelle Taylor received approval for a wood fence at the rear of the property. The fence runs 146 feet, in a pattern matching the neighbor’s fence.

Commissioners briefly discussed a new law which prevents cities and counties from regulating the design of new single-family houses. That law does not apply to historic districts.

The HDC will meet next at 6 p.m. on Wednesday, April 3. Level III applications were due on March 21, and Level II applications are due by March 28.
