Frankie Kay Phillips-Brown of Huntsville, Ark., was born August 12, 1948, in Huntsville to Polk and Elsie Whiteley. Kay passed away Dec. 20, 2021, in Fayetteville, Ark., at age 73.
Kay loved to travel and quilting. She also enjoyed genealogy. Kay was the Carroll County Tax Collector for 34 years. The community, family, and friends will miss her greatly.
Kay is survived by her husband John Brown; son Max Phillips and Tammie Doss of Berryville, Arkansas; along with several nieces, nephews, other relatives and many friends.
She is preceded by her parents Polk and Elsie Whiteley; infant son Lloyd Phillips; brothers Wayne Whiteley and Ronald P. Whiteley.
Visitation will be 5 to 7 p.m., Tuesday, Dec. 28, 2021, at Charles M. Nelson Memorial Chapel in Berryville. Funeral service will be 2 p.m. Wednesday, Dec. 29, 2021, at Charles M. Nelson Memorial Chapel with Pastor Jerry Spurlock officiating.
