Flat roof at water plant going bye-bye

After hearing from engineer/consultant Brad Hammond of Olsson Associates about the need to alter plans for roof repair, the Carroll-Boone Water District board voted last week to authorize getting bids for a pitched metal roof with metal trusses for the Freeman-Raney Water Treatment Plant office building.

Hammond said in 2000 the existing and sometimes leaky roof received a coating of polyurethane foam spray, a popular product at the time but which has outlasted its life expectancy and is not used in Arkansas anymore. After looking at options for roofing styles, Hammond said he settled on a hipped metal roof with metal trusses. The updated cost would be $182,000 for the roof, HVAC improvements and electrical adjustments.

Chair James Yates suggested they pull the electrical component out as a separate expense, and asked what Hammond estimated for the life expectancy of the design. Hammond said the product he suggested has a 25-year warranty, and the pitched roof would last longer than the flat roof they are replacing, but an exact estimate would be hard to determine. Regardless, there would be fewer maintenance issues during the life of the pitched metal roof.

Hammond said he would set a three week period for receiving bids, and attorney Dan Bowers said the board could then convene a special meeting by phone to award the bid. Vote to approve that plan was unanimous.

  • Plant manager Barry Connell said he replaced a 1978 butterfly valve because half the butterfly was missing and he is concerned about two others of similar vintage.

Regarding repair of the filter walls that began to fail shortly after being recoated, Connell said there has been behind the scenes maneuvering by the insurance company and contractors, but he has been communicating with them to achieve a satisfactory conclusion, which would be getting the filters recoated.

Connell acknowledged office manager Cathy Klein for success in getting the insurance company to pay an additional $15,000 for a total of more than $59,000 toward replacing the roof.

Next meeting is Jan. 17 at 10 a.m. at the Freeman-Ramey Treatment Plant near Beaver Dam.
