City Budget adjustments for 2023

A list of budget adjustments made for the 2023 fiscal year in Res. 849, passed unanimously at city council on Monday. In Revenues, Disbursing Fund was amended to $8,250 from $0. General Fund received an $86,000 increase from $6,207,461 to $6,293,661; Street Fund increased $91,000, from $1,256,800 to $1,348,225; LOPFI [Local Police and Fire Retirement System] increased $73,000 from $390,000 to $463,500; General Fund Capital had a $31,000 increase from $495,400 to $527,201; Debt Service went up from $1,591,500 to $1,638,372; Capital Projects went up from $1 million to $1,339,000; Court automation up from $11,000 to $11,225; Firemen’s Pension up from $101,000 to $109,500; Water and sewer up from $1,977,500 to $2,117,500 and Transit up from $1,414,907 to $1,520,000.

In Expenditures the general fund increased around $136,000 to $5,861,963 and the Street Fund increased $66,000 to $1,299,716. LOPFI increased by $72,000 from $390,000 to $462,600; General Fund Capital increased to $492,400; Debt Service increased to $1,632,772 with a $42,000 increase; Capital Projects increased by $30,000 to $1,030,339; Firemen’s Pension increased $4,500, to a total of $105,500. Water and Sewer expenditures increased by $104,000 to $2,088,291 and Transit expenditures went up $71,000, from $1,409,265 to $1,480,369.

Total Revenue for 2023 increased from $14,445,668 to $15,067,773 while total expenditures increased from $14,042,498 to $14,609,987. Net Revenue changed from $403,000 to $450,786.

Other Items

  • 2346 to vacate a portion of Hyden Street between Block 147 Lot 1 and Block 136 Lot 12 passed three readings and emergency clause. The vacation was made due to a portion of a building that was built over a street and no public comments were made against the vacation.
  • 2345 passed third and final reading with the addition of a severability clause for the time between when the ordinance is placed in city code. The clause makes it so that if a portion of the ordinance is revoked the whole of the ordinance is not repealed.
  • Aldermen began a discussion on new systems for trash pickup beyond the yellow trash bags currently used by residents and businesses. Options will be explored with Carroll County Solid Waste.
